EASEC FRAMEWORK

Not a competency model.
An internationally recognised certification standard.

35 transversal competencies. 5 psychometrically validated proficiency levels. The only framework that certifies what individuals can actually do — and produces verifiable, portable credentials with international recognition that hold up under institutional and employer scrutiny.

Reference Frameworks

Six frameworks.
One internationally recognised model.

Every major competency initiative of the last decade has produced a framework. Most of them are incompatible with each other. That incompatibility is not a technical problem — it is a governance problem. Credentials issued under one institutional framework mean nothing in another system, in another country, or to an employer who was not part of the original conversation.

The EASEC Framework was built to solve this. It does not operate in isolation from existing standards — it integrates four internationally recognised reference frameworks into a single coherent model, so that every certification issued through EASEC is comparable, credible and interpretable across education systems, labour markets and national borders.

Solicitar Demonstração Institucional

The European Union's multilingual classification of 13,890 skills, competencies and qualifications — used by public employment services, HR platforms and higher education institutions across 35 countries. Every EASEC competency is mapped to its corresponding ESCO node, ensuring machine-readable, cross-border interpretability. A Level III certification in Spain carries the same semantic meaning in Germany, India or Brazil — because it references the same ESCO node, not an institutional interpretation.

The reference framework that makes European qualifications legible across national systems. EASEC's five proficiency levels are mapped to the corresponding EQF descriptors — integrating EASEC certifications into the broader landscape of European qualifications in a way that employers and institutions can interpret without explanation.

The most cited global intelligence on the competencies that employers expect to be critical through 2030. EASEC's framework is calibrated against the WEF Future of Jobs 2025 data — ensuring that what EASEC certifies is not just academically defensible, but labour-market relevant in the present tense.

The pedagogical bridge between competency frameworks and learning design. Tuning enables institutions to connect EASEC certifications directly to programme learning outcomes — making competency evidence part of the academic quality architecture, not a parallel add-on.

Occupational information system of the US Department of Labor (v30.3, May 2026), with 277 standardised descriptors covering more than 1,000 occupations. The EASEC–ONET crosswalk maps the competencies to Work Activities, Transferable Skills, Essential Skills and Work Styles in the Content Model, with metadata embedded in every digital credential.

Singapore's national competency framework (2020), comprising 16 competencies across three clusters (Thinking Critically, Interacting with Others, Staying Relevant). The EASEC–CCS crosswalk, audited level by level, demonstrates 87.5% direct or partial coverage. EASEC assesses a further 19 competency domains not covered by CCS.

Competency Catalogue

35 competencies across five domains.
Every one that matters.

The EASEC Framework organises 35 transversal competencies into five structured domains — providing institutions and organisations with a comprehensive model to map learning outcomes, design targeted development programmes, and demonstrate competency growth with international comparability. These are not generic descriptors. Each competency is operationally defined at five discrete levels, mapped to ESCO and EQF, and validated psychometrically for reliable, consistent measurement.

Not just certified.
Certified at a specific level.

EASEC certifications do not simply confirm that a competency exists. They identify and certify the precise level of proficiency demonstrated — giving institutions, employers and professionals a meaningful, comparable and internationally interpretable signal of where an individual actually stands. A certification without a level is a declaration. A certification at Level IV is evidence.

Assessment Methodology

Psychometric rigour.
Not self-declaration.

Every EASEC certification is the result of a validated psychometric assessment — not a completion certificate, not a self-rating, not a manager's evaluation. The methodology is designed to produce reliable, comparable and auditable evidence of competency — evidence that holds up under institutional scrutiny, employer verification and regulatory review. The methodology operates across two complementary instruments, each serving a distinct and precisely defined purpose.

EASEC AI Engine EU AI Act Compliant

EASEC AI Engine — Situational Intelligence Layer

Psychometric instruments measure what an individual knows and how they approach structured problem spaces. What they cannot capture, by design, is how an individual reasons when confronting a real, unscripted situation — the moment that separates theoretical competency from demonstrated capability. The EASEC AI Engine closes that gap.

For every competency assessed in the soft skills catalogue, the EASEC AI Engine generates a contextualised situational scenario calibrated to the individual's segment (school, university or professional), cultural context and the specific competency under evaluation. There is no scripted answer. The individual's open-text response is then analysed by the AI Engine against the ESCO-aligned competency descriptors for that level — producing a structured interpretive reading that identifies demonstrated strengths, development opportunities, performance contexts where the individual is most likely to excel, and concrete next steps.

What this produces — and what it does not

The AI Engine output is a qualitative interpretive layer. It is developmental and personal in nature. It does not replace the psychometric assessment, does not alter the certified proficiency level, and is not shared with institutions or employers. It is accessible exclusively to the individual through their personal EASEC Wallet — a private analytical mirror of their own reasoning, not an additional evaluation instrument. This architecture is deliberate. The psychometric assessment produces the certifiable evidence. The AI Engine produces the developmental insight. Neither substitutes for the other. Together, they constitute the most complete picture of competency currently available in a standardised, portable European format.

Compliance and transparency

The EASEC AI Engine operates in full compliance with Regulation (EU) 2024/1689 (EU AI Act), Article 50. Participants are informed before initiating the situational dimension that the scenario is AI-generated, that their response will be analysed by AI, and that the output is qualitative and independent from their certified score. Human review by a qualified EASEC evaluator is available at any time upon request. The AI Engine does not set browser cookies, does not use participant data for model training, and stores all outputs exclusively within EASEC's EEA cloud infrastructure.

Pillar I

IRT Validation — Item Response Theory

EASEC assessment instruments are validated using Item Response Theory — the psychometric methodology that underlies internationally standardised testing, including PISA and professional licensure examinations used by medical, legal and accounting regulatory bodies worldwide.

IRT validation ensures that each assessment item discriminates meaningfully between proficiency levels, that instrument difficulty is calibrated to the full range of the proficiency scale, and that results are consistent across different populations, languages and institutional contexts. The model is periodically recalibrated as assessment data accumulates, ensuring that the instrument remains as accurate for its ten-thousandth candidate as it was for its first.

Five Certifiable Levels

Assessment instruments are calibrated to distinguish between five distinct proficiency levels — not a binary pass/fail outcome. The result is a precise competency profile that gives institutions and employers actionable information: not just whether a competency is present, but at what level it is reliably demonstrated. This is the difference between a data point and evidence.

Pillar IV

Multi-Language Validity

All instruments are validated for equivalence across seven languages — English, Spanish, Portuguese, French, Italian, German and Dutch — ensuring that a Level IV result in one language is statistically comparable to a Level IV result in any other.

Cross-linguistic comparability is a methodological requirement, not an aspiration. It is what makes EASEC certifications genuinely portable across the multilingual European labour market.

Process Integrity

Assessment sessions include response behaviour analysis — examining timing patterns, navigation dynamics and session consistency — to reinforce evaluation integrity without intrusive monitoring. No biometric data is collected at any stage.

The EASEC AI Engine similarly records response time as a contextual data point for the situational dimension — not as a performance metric, but as an analytical input that adds depth to the interpretive reading.

Passo 1

Competency Definition

Select the competencies and domains to assess from the 32-competency EASEC catalogue, aligned with ESCO and EQF. Define the proficiency level target appropriate to the educational or professional context. For institutional clients, this step is managed through the cert.easec.eu administration panel. For individual direct purchasers, selection is available through www.easec.eu.

Passo 2

Two-Layer Psychometric Assessment

Psychometric Instrument

IRT-Calibrated Assessment

The participant completes the validated IRT-calibrated assessment instrument — online, in seven languages, with process integrity monitoring. Results are scored automatically against the psychometric model, producing a certifiable proficiency level.

EASEC AI Engine

Situational Intelligence Layer

Immediately following the psychometric instrument, the EASEC AI Engine presents a contextualised situational scenario calibrated to the participant's competency, segment and cultural context. The participant's open-text response is analysed to produce an interpretive qualitative reading, accessible exclusively through the individual's personal EASEC Wallet. This layer does not affect the certified proficiency level.

Passo 3

Certification and Credential Issuance

Participants meeting the certification threshold receive their credential automatically — in five formats simultaneously. No manual issuance. No administrative delay.

Diploma Digital Co-branded Credencial Digital Verificável Open Badge 3.0 Europass EDC EASEC Wallet Pessoal

The EASEC Wallet delivers more than credential storage. It is the individual's permanent, portable competency record — including their certified proficiency level across all completed assessments and, exclusively accessible to them, the AI Engine qualitative analysis for each assessment. The Wallet belongs to the individual, persists independently of any institutional relationship, and cannot be restricted or closed by any institution or employer.

Passo 4

Permanent Verification

The credential record is permanently maintained at cert.easec.eu/certificates/verify — verifiable in real time by any employer, institution or authority, using the unique code or QR embedded in the credential. The record is never deleted. Credentials remain verifiable after the three-year validity period expires — the record confirms both the original outcome and its current validity status.

The Questions Rigorous Institutions Ask

If you are asking these questions,
you are asking the right ones.

Every institution that has adopted EASEC arrived with at least one of the following objections. We do not consider them obstacles. We consider them evidence of institutional seriousness. Here is how we think about each of them.

Objection 01

"Soft skills cannot be objectively measured."

This is the correct starting assumption. Self-report instruments — surveys, rubrics, manager ratings — cannot measure soft skills objectively. They measure perception, which is a different thing entirely.

EASEC does not use self-report instruments. Its assessments measure behavioural response patterns against validated psychometric models, calibrated using Item Response Theory. The same methodology underpins PISA, professional medical licensing examinations and regulated financial adviser assessments.

The question is not whether soft skills can be measured — it is whether the instrument doing the measuring is rigorous enough to produce defensible evidence. EASEC's is.

The EASEC AI Engine adds a further dimension: rather than structured items with predefined response options, it presents unscripted situational scenarios that require the individual to reason in open text. The methodology captures how someone actually reasons — not how they perform on a questionnaire designed to elicit a particular response.

Objection 02

"Our programme already develops these competencies."

Almost certainly it does. That is precisely why EASEC certification adds value to your programme, not why it competes with it.

The gap that most institutions cannot close on their own is not development — it is verification. Employers and regulatory bodies cannot distinguish between programmes that develop competencies and programmes that claim to develop competencies.

EASEC provides the external, standardised, internationally recognised evidence layer that makes that distinction legible. EASEC Programme Accreditation formally certifies that your programme meets at least 80% alignment with ESCO, EQF, WEF Future of Jobs and Tuning standards — and publishes that finding on EASEC's institutional registry. Your graduates carry the evidence. Your programme carries the recognition.

Objection 03

"We already have a competency framework."

Many institutions do. The question worth asking is: who else can read it?

An institutional competency framework — however well designed — is interpretable within the institution that created it. Outside those walls, it requires translation, explanation and trust in a source the reader has no independent reason to trust.

EASEC does not ask you to replace your framework. It provides the external reference layer that makes your framework legible to employers, to institutions in other countries, and to the digital credential infrastructure that European employers are increasingly using to evaluate candidates at scale.

ESCO mapping means machine-readable. EQF alignment means level-comparable. Europass EDC means immediately interpretable within the EU's own qualification infrastructure.

Objection 04

"AI in assessment is unreliable and risky."

The concern is valid for AI systems that make consequential decisions autonomously. The EASEC AI Engine is not that system.

The certified proficiency level — the evidence that appears on the credential, that is transmitted to the institution, and that is verified by employers — is produced exclusively by the psychometric instrument. The AI Engine produces a qualitative interpretive layer that goes to the individual only, through their private EASEC Wallet, and explicitly does not affect the certified result.

The EASEC AI Engine complies with Regulation (EU) 2024/1689 — the EU AI Act — including Article 50 transparency obligations. Participants are informed before interacting with it. Human review by a certified EASEC evaluator is available on request. No participant data is used for AI model training. All outputs are stored within EASEC's EEA infrastructure.

The risk of AI in assessment is real. The EASEC architecture accounts for it by keeping AI in the advisory layer and keeping the certifiable evidence in the validated psychometric instrument.

Objection 05

"Will employers actually understand what this means?"

Employers already use ESCO-mapped credentials. LinkedIn's Skills Graph is built on ESCO. European employment services parse ESCO-tagged credentials automatically. HR platforms across 35 countries integrate ESCO as their competency reference layer.

An EASEC credential does not require the employer to trust EASEC. It requires the employer to trust ESCO — which they are already doing, whether or not they know its name.

The machine-readable ESCO mapping in every EASEC credential means that the competency and level appear automatically in the systems employers already use. The Europass Digital Credential format ensures institutional recognisability across EU higher education and public sector hiring. The Open Badge 3.0 format ensures platform-agnostic portability. The verification portal at cert.easec.eu/certificates/verify provides the audit trail that diligent employers need and most credential systems cannot offer.

What employers will understand is the evidence. EASEC's job is to make the evidence unambiguous.

Objection 06

"Is this compliant with data protection law?"

EASEC is certified to ISO 27001 (Information Security Management) and ISO 9001 (Quality Management). Its data processing operations comply with GDPR, the EU AI Act, and applicable data protection law in the jurisdictions where it operates — including India (DPDP Act 2023), Brazil (LGPD), Colombia, Chile, Argentina, Mexico, Singapore and Japan.

Assessment data is stored exclusively within EASEC's EEA cloud infrastructure. The AI Engine's sub-processors (OpenAI and Anthropic) operate under data processing agreements that prohibit use of participant data for model training.

Institutional clients do not receive, and cannot access, participants' open-text situational responses or AI-generated analyses. Each assessed individual retains permanent control over their data and their institutional access permissions through their personal EASEC Wallet.

For institutions operating in regulated sectors or jurisdictions with stringent data requirements, EASEC's legal team provides DPA documentation on request.

Credential Formats

Five formats.
